Carlsbad Fleet Fuel Facility Upgrade

Client: City of Carlsbad

 The Fleet Fuel Island Upgrade project modernized the City’s primary fueling facility that serves police, fire, and public service vehicles. The work included replacing several underground fuel tanks and dispensers, along with a new fuel management system and site infrastructure improvements. These upgrades were essential to maintaining safe, reliable fueling for the community’s emergency and service fleets. New City Consulting supported the project with comprehensive construction management services. 


Our team developed detailed sequencing plans to keep the fueling station operational throughout construction, enforced strict environmental and safety procedures during excavation around existing fuel systems, and provided strong oversight and negotiation to ensure fair, accurate, and compliant contractor performance.  The project was completed three months ahead of schedule and under budget, delivering a safer and more efficient fueling facility and strengthening New City’s ongoing partnership with the City on future projects. 

Fleet Maintenance Building Upgrades

Client: City of Carlsbad

Role: Preconstruction Support, Constructability Review


 This project involves renovating the City of Carlsbad’s primary maintenance building that supports Police, Fire, Maintenance, and service fleet operations. The planned improvements will enhance reliability, functionality, and long-term performance of a critical facility serving multiple City departments. New City Consulting provided constructability review and full preconstruction support, including design coordination, cost and schedule evaluation, and documentation review to prepare the project for bidding and construction. 


Our team completed a comprehensive constructability review during design and is now coordinating with the project team to finalize the construction documents. New City will also be providing construction management services through construction to help ensure a smooth, well-coordinated, and successful delivery. 


Center for the Performing Arts Facility Upgrades

Client: City of Poway

Role: Construction Management


 The Poway Center for the Performing Arts Upgrades marked the first phase of the City’s facility remodel, improving a community venue used for performances, rehearsals, and public events. This phase involved demolishing and replacing the existing roof with a Composite Multi Ply Roof System and coordinating work to protect the occupied facility and maintain safe operations on the active campus. These improvements were critical to preserving the building and preventing water intrusion. New City provided full construction management services, including onsite observation and oversight from contractor award through closeout. 


Our team developed flexible sequencing to address unexpected storms, prioritized dry-in areas for protection, and coordinated work around scheduled performances to avoid disruptions. The project finished on time and within budget, strengthened the facility’s long-term durability, and set the stage for future renovation phases. 

Department of Water Resource Pump Facility Improvements

 New City Consulting is serving as a subconsultant to Dynamic Preconstruction in support of the California Department of Water Resources (DWR) modernization program for several major hydroelectric generation and pumping facilities throughout the San Joaquin Valley. These industrial-scale plants are critical components of California’s water and power infrastructure, and the modernization effort includes life-safety upgrades, emission reduction measures, communication system improvements, and enhanced ventilation systems. As part of the CMGC delivery process, our team is responsible for preparing detailed independent cost estimates and schedules at key design milestones established by DWR. These deliverables are used to validate and negotiate the guaranteed maximum price for each construction contract. New City employs a ground-up ICE approach paired with a collaborative scheduling process that brings together the CMGC, facility staff, and project stakeholders to confirm practical phasing and efficient execution strategies. Our services include scheduling, independent cost estimating, contract and change management, and construction management support. 

San Diego Wayfinding & Bicycle Track Improvements

Client: City of San Diego

Role: Construction Management


The Downtown San Diego Wayfinding Signage project improved pedestrian and bicycle navigation with new and upgraded signage supported by electrical work, utility coordination, asphalt modifications, and new foundations. The work required close coordination with utility providers, the Downtown Partnership, local businesses, and the public. New City Consulting provided full construction management services, including contract administration, cost and schedule management, documentation, change order review, design coordination, onsite observation, inspections, and closeout. 


The project encountered extensive unforeseen underground utilities, requiring redesign and adjustments to traffic control and installation plans. New City worked with the City, design team, and contractor to modify sign locations and installation methods while maintaining safe public access. The project was delivered under budget with minimal rework and provided clear, accessible wayfinding throughout the downtown area. 

East Village Green

Client: City of San Diego

Role: Scheduling and Cost Management


 The East Village Green project is a major City of San Diego effort to transform the East Village Corridor into a vibrant community gateway, featuring a new two-acre neighborhood park, extensive street and utility upgrades, hazardous material and soil remediation, site improvements,  performance pavilion, retail space, public restrooms, a community center, an underground parking garage, and the relocation of two historic structures. 


New City Consulting served as a subconsultant to PPC, partnering closely with their team to provide maximum value to the City. New City’s services include schedule analysis, change order and claims management, negotiation support, recordkeeping, and maintenance of a comprehensive project management and document control system.

Bluewave Car Wash

Client: Bluewave Carwash

Services: Preconstruction Support, Construction Management 


This project includes six new ground up car wash locations across California. Each site includes a drive through wash tunnel, multiple pay lanes, ADA accessible vacuum stalls, paved drive lanes, architectural tower elements, and full site and utility development with both onsite and offsite improvements.  New City provides full support from early planning through turnover, including preconstruction services, permitting and agency coordination, utility coordination, procurement assistance, and construction management. Our team handles site evaluation and due diligence, manages design and permitting workflows, and tracks RFIs/submittals, and revisions to maintain budget and schedule alignment. We conduct regular site visits, lead weekly meetings, and coordinate closely with BlueWave and the general contractor. New City also manages contracts, change orders, pay applications, lender draws, final inspections, occupancy approvals, punch list work, and turnover to ensure each location is delivered smoothly and ready for operation. 

Nob Hill HOA Roofing and Asphalt Replacement Project

This project involved a full renovation of the roadway and roofing systems within a 72-home community in Vista, California. The scope included complete asphalt street replacements, AC grind and overlay, offsite improvements, sidewalk replacement, street striping and signage, as well as full sloped and flat roof replacements with structural framing, sheathing, and venting upgrades. New City Consulting provided comprehensive construction management services from contractor bidding and award through construction and closeout. Our team managed contract administration, cost and schedule control, documentation, change order review, negotiations, claims management, weekly progress meetings, invoice review, and onsite observation and inspection. We also led punch list and closeout activities and maintained a complete project management and document control system to ensure organized, compliant, and efficient project delivery. 

Awaken San Marcos Campus

Client: Awaken Church

Services: Development, Preconstruction, Construction Management


 Awaken Church developed its San Marcos Campus to support the growing North San Diego County community, converting a two-story furniture store into a modern worship and community facility. New City provided full program and construction management from land procurement through closeout, overseeing feasibility studies, design procurement, permitting, bidding, contract administration, cost and schedule control, and coordination with with the project team. The change from retail to large assembly required major structural and fire-life-safety upgrades, including a full rebuild of the structure and interiors to create a 1,150-seat worship hall, preschool, recording studio, gym, youth center, and café. Our team led weekly coordination, managed value engineering and budget scenarios, and kept construction progressing while design issues were resolved. The completed campus delivered a safe, code-compliant, purpose-built facility with improved access, full fire-life-safety systems, functional program spaces, and expanded parking capacity, helping Awaken expand into North San Diego inland community. 

Awaken Kearny Mesa Expansion

Client: Awaken Church

Services: Constructability, Precon Support, Construction Management


 Awaken Church expanded its Balboa campus to support its growing children’s ministry and increasing administrative needs through a 5,000 SF tenant improvement that delivered modern classrooms, additional offices, and a new executive board room. New City provided full construction management services from project initiation through closeout, including scope development, design and team procurement, permitting, bidding, contract administration, cost and schedule control, and day-to-day coordination during construction. Working within an active facility required careful phasing to avoid disrupting ongoing church activities, New City led coordination with the architect, City staff, contractors, and church leadership, directing weekly meetings, schedule reviews, onsite inspections, and value engineering to keep the project on track and within budget. The project was completed on time and without interrupting church services, delivering modern classrooms, expanded office space, and a new executive board room that strengthened the campus’s ability to support Awaken’s ministry and growing community.
